So, when will production start for the new seasons?

That's all up in the air, for most of the shows it depends on how well British Columbia contains COVID-19 and when health officials decide it's safe to resume production in Vancouver.

Then they have to deal with border crossing issues, like the American cast might still be subject to a 2 week quarentine even after Canada re-opens their borders.

Supergirl is going to take even longer and won't be airing until late spring 2021 since Melissa Benoist is pregnant.

My curiosity is if the unfinished episodes will be added to the next season's total or if they'll have to include those in the 2020-21 episode total.

Sounds like the latter.
